So Bugs Bunny lives in the antivoid and in a small black hole in the ground of this void too. He travels into different universes using these black holes that others can't see unless he is jumping into them.
He causes chaos in the universes. With cartoon logic he disguises himself as Error because Sans were like extremely uncomfortable when beings other than Sans or skeletons knowing about the multiverse. Core Frisk and Life were never invited to any multiversal meetups.(now that I think about it the Sans are a bit racist towards non sans or maybe I'm over thinking. It's understandable since they're a bit insane from all the resets and can only take comforting from their own kind)
Bugs will steal all your stuff and throw it in the void of Outertale for shits and giggles.
The reason he is there is because his own multiverse tossed all of the looney characters out because they broke the 4th wall so often the multiverse was collapsing. So it tossed them out to repair itself until the wall was perfectly fixed and given a bit of a break from being broken.
They are all in different multiverses disguised until they are allowed to return home.
