1)Error immortal soul reincarnates as Harry Potter because it can't die. He's frustrated that his human body can't wield his original power without dying and that even if he does dies he would be reborn again.
2)Or Fate stole Harry's soul right after he dies during the final battle because it saw him as a perfect martyr for the job. He has no idea what the cultural norm for skeletons are even after centuries of work. Might accidentally flirt with everyone without realizing it. Most people might realize this eventually and find it adorable. Someone might take him aside and explain what he has been doing and Harry wants to just bury himself into a hole and die of embarrassment. (Couldn't help it LOL)
(The idea stems from skeletons still using a type of body language to communicate feelings like rattling their head in anger.)
