Hi there,
Since you said that you're only allowed to date when you're older, I have to assume that you're still very young. I admire that both of you respect your parents' decisions.
You've also said that both of you have feelings for each other, so it's not a case where you're asking whether the person you're interested in might have feelings for you or not. Since you both have feelings for each other, I think that both of you already know that at some point you will start holding hands or hugging. I don't think you should worry too much if you want to start holding hands now.
The important thing to do now is ask them for their consent. I know it might just be holding hands to some, but it is always important to ask for people's consent when starting a new step in your relationship. I don't think you have to worry yourself over the right time to do this. Instead you should talk to them and ask them if it would it be okay if you guys start holding hands.
