Hey, John, how's it going? Um, this is kinda awkward, I guess, but I'm into this girl, and she's a very good friend of mine. The thing is, I don't know if she's gay or bi or attracted to girls, I guess. And the thing is, I don't even know if my mum will let me date until I finish high school, which kinda sucks. How do I... y'know, figure this out?

A way to tell if the girl you like is gay is to get to know her. Maybe you can drop some hints that you are gay by mentioned a LGBT event you went to and things like that. Also, if you find an opportunity, just ask if she's dating anyone. Maybe she will tell you if she is into girls.
As for your mum not letting you date until you are out of high school, perhaps you can try to reason with her. You could tell her that getting experience with dating while in high school may help you when you are on your own.
