The victor has escaped the tomb in which they had been sent; no longer do they stand in the arena. No Gamemaker has any sort of power over them, and the Games are no more than a Victory Tour and annual mentorship - far from pleasant, but they are in no danger any longer. Now that they have given life, it is up to them to decide what to do with it.
