Soul flowers are ways to calm a monster/human down. Here's the trick tho, the flowers have to match the soul.
Ex: Emily can use a Determination, Justice, and Bravery flower to help calm her down.
Gaster usually grows them and allows the pups to make flower crowns. There's a flower for every souls EXCEPT fear and hate.
The flowers reduce ATK, but increases DEF. They also helps the monster/human remember good memories and help them sleep.
