Didn't happen, but Junko didn't plan to kill Mukuro. I imagine seeing Makoto, her crush, made her desperately stuck between two sides. Him being so happy around her again made her act out of line and character. She was just suppose to yell profanities and awful slurs at Monokuma and she'd be sent down to the dungeon. But Mukuro fell in love and got desperate, so she attacked Monokuma instead. As she broke the rules to an extreme, Junko had no choice but to punish her. Junko had to look away and cover her eyes when she pushed the buttons to impale her sister. She cried for a day, but then the need for despair creeped in and she twisted the story.
