Alright names, I had a teacher named Whittaker once.

White scales, white-ish blue underscales, the only glow scales she has are on their tail and snout, the tip of their tail is a bit spiky, she is a bit plump, she has dull dark-blue eyes that have no emotion, her scales are icescales witch if you touch them you freeze up and die, are claws are curled up

(Backstory)
Lumi and her brother were born from the same egg, their parents tried to keep them safe, but were killed in the processes. Lumi and her brother tried to get to safety, but two icewings tried to grab both of them, as one of the icewings grabbed Lumi they started to turn into ice, freezing to death from a touch, to try to save their friend, the icewing holding Lumi's brother threw him over the cliff killing him. After failing to save his friend, the icewing that held Lumi froze to death, the other icewing flew away throwing Lumi other the cliff into the sea, knocking her out. Soon after Queen Coral found her and soon later she became the royal spy. Living in hiding...Forever

This sounds like the beginning of a story or fic. However, if it isn't, you should add more details about her life with Coral, about her parents trying to 'keep them safe, but were killed in the processes', etc, etc.

Overall, I give Lumi a 6/10. Work majorly on her backstory, personality and a little bit on appearance.
