Northern troop march towards Southern civilians, creating a commotion.

"Everyone, clear the streets! Get back in your homes"

The civilians remain still and look at the troops with contempt. The Northern soldier gestures and two waterbenders bend ice barricades, separating the civilians. The troops continue marching. At the harbor waterbenders are forming ice walls around the docks, preventing ships from leaving.

Violet stood above the city watching it all happen.

In the outskirts of Wolf Cove, people have gathered in Tonraq's house for a meeting.

"Thank you for coming, everyone. I know these last few days have been very troubling" Tonraq says

The entire group looks at Varrick who was grabbing cookies "Troubling? Troubling is when I get that itchy rash that won't go away, and Zhu Li's not around to scratch it. This is shocking" he stands straight and drops cookies off plate before tossing the plate to the floor "Nay, sickening! But these kale cookies? Opposite" he looks at Zhu Li "Remind me to get the recipe later
 Zhu Li nods.

"What's your point, Varrick?" Tonraq asks

"My point is, Unalaq's already booted our chieftains out of their palace. How long before he starts telling us what kind of cookies we can eat?" Varrick questions dramatically

"Probably a couple of days" Zhu Li replies

"Rhetorical question, Zhu Li, you gotta keep up" He looks at the group "Not to mention, I've got a cargo ship full of halibut that's rotting thanks to this harbor lockdown? Who wants to buy a ship full of stinking fish?" he slams the plate to floor "Seriously, it's not rhetorical. I need to sell these fish"

"Chief Unalaq is here to help the South" Korra tells them

"Yeah right" Violet speaks up "it's more like he's trying to expand his territory"

"He wants to show us how to restore balance with the spirits so they'll stop attacking" Korra argues

"Look the Guardian's right. Now the only spirit I'm interested in restoring is our spirit of independence. Am I right, people!?" Varrick shouts

The gathering agrees in anger.

"All Unalaq is trying to do is make our tribes unified again" Korra tries to calm them

"No, he wants control of our wealth. My wealth. And I like my wealth. If Unalaq doesn't pull his forces out, then we have no choice but to fight for our freedom!" Varrick

The gathering agrees in anger once again.

"You want to start a war? Are you crazy?" Korra questions

"Unalaq started this when his troops marched straight through our city and started telling us what to do" Violet tells her

"You're encouraging this?" Korra asks her "we need to stop this and we can't unless we're unified" she puts her hand on Violet's shoulder "Vi, please stop"

"No" Violet pushes Korra's hand off her, Korra scowls.

"Girls enough" Tonraq intervenes and looks at Korra "I'm sorry, maybe you could speak with your uncle. Tell him how frustrated we all are. He'll listen to what the Avatar has to say. Do it for me?"

"I'll do it for the tribe" Korra walks away and slams the door.

"Look, we all know where this conflict is heading" Varrick says "We need to start preparing for war"

"I agree" Violet looks at her father "He won't back down, Uncle is power hungry, father we need to fight"

"Violet I understand how you feel but we cannot retaliate with violence" Tonraq tells her "especially not you, as the Guardian you should aim to make peace"
