Quirk 1: Phobia Curse
Emitter
User can give any target any phobia, phobia last as long as the user wants.
Drawbacks: User must know both the name and the effect of the phobia.
Quirk 2: Chloroform
Emitter
The user's palm act chloroform somebody when they place it over their mouth and nose. The user cannot chloroform themselves. User is immune to chloroform.
Drawbacks: Only works on the palms. Requires 1 second of undisturbed contact to activate.

Hey guys here are some info's about Phobia.
I based Phobia on two DC villians Scarecrow and Ra's al ghul. Why? Because those two are my favorite DC villians also as I created Phobia, I thought how do I make him and I found the combination of Scarecrow and Ra's al ghul pretty cool. Let me know what you think about the combination.
Also big thanks to Big-Chungu those two quirks are from him his quirk ideas made my life easier with creating some of my characters that will be shown in the future.
