If you've read, It's Actually Not Easy Wanting to be a Supporting Male Lead, there is a Mermaid Arc there, setting is basically the same. Fertility is low, aliens share their technology to us to make mermaids and mermaids can give birth. People save contributions points and use them to redeem a mermaid.

So MC became a mermaid.... while waiting for his owner (ML) to pick him up, he learned from the gossips of the scientist that mermaid are usually low IQ, most can't talk and the smartest mermaid in history can do addition and subtraction!!! MC is despairing over the IQ of his new race but he can only pretend to be the same as them. ML picks him up and he takes notes of things that ML hates and makes troubles...but when the doctor suggest to ML that he can change mermaids, MC realized that ML is actually a very good owner so he stopped misbehaving. 

ML is a cultural researcher about ancient China, things like toothbrush, flute, washboard have become cultural relics here so MC can't help but be amused, their history also has a lot of wrongs and when MC sees ML studying this broken things seriously, it cracks him up. ML is the third son of a noble and has many peach blossoms. One of his pursuers mistreated MC and ML looked for signs in the home surveillance and found out about MC! Lol. So ML began to bully MC so MC will show his 'true face' to ML XD XD XD MC can't stand it and soon confessed to ML that he has normal IQ and he can talk etc. But he didn't tell him that he transmigrated. He just said that if ML guessed it right, he will tell him. At first ML thought that MC retained his memory when he was human (Criminals with death penalty sentence get transformed into mermaids) but MC is really silly, not at all like what was in the police record. Anyways, more development and MC is kidnapped!!! ML panics and uses his family's power to find him. Laters, MC reveals that he can read 'ancient text' when he translated an old passage.  ML guessed that MC was one of the ancients, and MC finally confessed his transmigration. Laters, a lot of people found out that MC has high IQ: the OG's subordinate/'younger brother', ML's friend and ML's father. The first two is okay but ML father wanted ML to hand over MC to the research institute. ML escapes with MC, gets saved by aliens and then they live in the alien planet happily ever after~~~ The End.

Extras is MC giving birth and his son (?) will get engaged to the alien Emperor and MC & ML's married life in the alien planet.

My first mermaid novel!!!! This was fun to read. MC is so silly and its fun when things don't go as he planned. XD XD XD MC is actually stupid/normal(?), anyway, not like other high IQ protagonists (Sorry!) He reveals a lot of flaws actually, its just that ML was not intentionally looking but when ML started to pay attention, he can see that MC was really just pretending to have child IQ. Lol. There were enough twists and turns (Why are the villains here all ML's peach blossoms? Lol) but I guess the ending was somewhat rushed... and ML even had to leave his own planet QAQ so I feel bad for him. Then again, this wasn't a revolutionary novel where MC would help the mermaids get human rights, so I guess its just fine as long as MC & ML are happy~~~
