Scenario:
Izuku has been trying to get Katsuki's attention for a few months now. Katsuki hasn't shown any signs that he's going to do anything about it. Izuku only keeps trying for a few more weeks then eventually stops because he doesn't think it's really going to go anywhere. But when Katsuki realizes Izuku stopped flirting he talks to Izuku about it. Izuku is surprised that Katsuki even knew anything was going on. Katsuki explains to Izuku that he never wanted Izuku to stop flirting. In fact he was hoping that Izuku would do a little more than just that.
