Scenario:
Katsuki has been staring at Izuku a lot. Most of the time he doesn't even realize he's doing it. Izuku starts to notice this more and more then begins to start teasing Katsuki. Eventually Katsuki catches on and goes off on Izuku for it. Izuku just explains that if Katsuki wanted to stare he wanted to give him something to look at. Katsuki then fully realized what Izuku was hinting at and they slowly got to a point where they started dating.
