The Orre Pokédex was created by Professor Jovi Mesquite. It begins with the starter Pokémon she most commonly gives out – Eevee and its evolutions – and is then ordered by habitat. Jovi and her assistants hope to bring more Pokémon to Orre in time, so this is only how the Pokédex looks 32 years after XD: Gale of Darkness.
