I know that this is a design choice, but wouldn't it be a bit more original if a villain didn't look at all intimidating at first glance. You don't always need a cliche dark clothed person to get your point across that they are not to be trusted. Some of the best villains are the ones you least expect to be evil, which creates a great opportunity for plot twists or better developed villains.
