"What is?" asked the head of the world security council.

Maria hill looked out the window as the council members took there seats.

"We put our lives into the hands of such lost creatures."

"Deputy Director hill you need to elaborate."

Maria went and sat down in front of the council, "we called forth these shattered and forgotten souls, even our own agents and yet," hill looked down, "I don't feel safe although that comes with the job. We should put our resources into prevention programs. We don't need the avengers. When it really matters they do more harm then good. We need peace."

Fury spoke up from the back of the room and said, "peace was never an option."
