The Three Faces of Japan

So, watching dubbed and subbed, and then hearing the Drama CD, I've concluded that Japan has the most drastic changes in his personality.
Example:
Japanese Japan: *Senses the mood and refrains from speaking*
English Japan: *Sass Sass sass sass cuss* (I have nicknamed him Sassy Japan)
Drama CD Japan: *senses the mood, but sasses a little*
My question is: Why is he so different in each version? Drama CD Japan and Japanese Japan are very similar, except Drama CD Japan had done a couple things I can't imagine Japanese Japan doing. He mouthed off Russia, he didn't sense the mood with Ukraine and Russia, and he pulled a prank on China.
And English Japan....XD
He got sass. I don't understand. In dubbed they usually try at least a LITTLE to keep things the same as subbed. They really don't try with Japan. I mean, it's not bad. It doesn't annoy me at all, I'm just curious. This isn't something that's usually done.
I do like English Japan, though. He's....very interesting, to say the least.
