She did, but the girl consumed by guilt didn't know if she had the right to do so.

Soo Yeon was unaware of Jun Ho's resolve. The more the inspector dug into the Seo's case, the more he came to accept the probability of siding against Hong Kwon Jin, therefore, going against his father's will.

"I'm sure you hate me. I hate myself so much," Soo Yeon let the tears roll down her cheeks. She sniffed, "I've got to go, Jun Ho," the words were stuck. It was too complicated to say goodbye.
Soo Yeon was about to let go of his hand when she felt a slight pressure, which made her stare at him. He tried to open his eyes, which swirled as if he was in a daze.
"Hye Mi," he whispered; Soo Yeon approached her head to hear him.
"It isn't your fault."
The man's words were consternating for the girl who had shot him.
"How can you say that?"
"I can't blame you; I have no right-," Jun Ho said in what resembled sighs.
Soo Yeon was a child; all the adults supposed to protect her abandoned her, leaving her in despair. She had no reason to trust or believe anyone. Jun Ho realized how ridicule he must have appeared when he asked her to trust and confide in him.
"Don't talk anymore," Soo Yeon warned. She knew he put in efforts, but also, she was afraid of what he might say, words that would cause a tidal wave in her thoughts. She leaned over and kissed him on the forehead.
"Don't leave," Jun Ho whispered.
"I have to," Soo Yeon turned to let his hand naturally let go of hers, their fingers parted one by one leaving only the pinky.
"이 약속을 꼭 지키세요 [i yaksokeul ggokejikiseyo]," Jun Ho said in a pant.
The sentence was a key unlocking a memory, the one of a boy linking his pinky finger to a 7-year-old girl in tears.
"I solemnly swear, when you are older, and you've finished school, I Kang Jun Ho promise to marry you Seo Hye Mi and stay by your side always.
It was a stupid promise made to stop a little girl from crying. Jun Ho had said it under the amused of 18-year-old Seo Kyung Gi, who added that he kept a record of the event and would kill Jun Ho if he broke his promise.
