Totsuki's Elite Ten Council... A commitee comprised of the Top Ten students of the academy. Here, many things are left up for the students to decide. Agenda items are brought up and decided upon by the Elite Ten, It's the Academy's highest decision-making group. In the organization chart they're only second to the Academy Director, Even the lecturers have to follow the decisions of the Elite Ten.
The Elite Ten are the best students in the whole Academy, All ranked and placed based from their capabilities and skills, coming from the Tenth Seat all the way to the First Seat.
