I think Sirius would often sneak into Lily and James's nursery and sing Harry to sleep most of the times when he said he was going to fall asleep.

Harry would look at him with those wide green eyes while Sirius rocked him,

'Here's to the ones who dream, foolish as they may seem. Here's to the hearts that ache, here's to the mess we make.'

And after a while Harry could only Fall asleep in Sirius's arms and so now we know why Harry was still up on October 31st, 1981. Why he couldn't fall asleep.
