Gov is the only one that can really die. Over time he'll fade away when something changes in the government or in the world and another person will become him, but the new him will get the memories from the past Gov's.
With covid there had to be a new Gov to help figure things out.
He still has a human family, but also a state one, that while he doesn't have a relationship with them when the show started, he has memories of them being friends or enemies in the past.
The states don't always trust the new Gov and their relationships would basically start over even though they have memories of each other in the past.
While he might have the same memories from each life, he has a different personality each time depending on the person he was before becoming Gov, and different opinions too depending on what current problems there are.
