Down in the broken city, the streets were filled with criminals, murderers, and various others who wanted to take advantage of the lack of Heroes after the war. During the prison escapes and the villain rampage, the remaining heroes who didn't retire all relocated to UA which was made into a shelter for civilians. Those who didn't go take shelter stayed in the city, protecting whatever home they had left resorting to taking the law into their own hands by fighting back against the criminals.
After Skull's announcement, everyone became panicked. Villains and civilians took his words seriously and did what they wanted as the country became a crazy place.
Endeavor, Best Jeanist and Hawks spoke out to the press about the situation, explaining and apologizing for their involvement with Dabi and Twice.

Skull approached someone tied to a chair with a bag over their head. They were dressed in a white t-shirt with baggy jeans similar to Kyoryoku's costume. Skull smiles at the camera before taking off the bag to reveal a crying Izumi who had tape over her mouth.

"Skull: Four months, Suji. You show up standing infront of me, before the deadline.... I'll let this young lady go, no questions asked. All of Class 1A, the teacher's and Inko took the news pretty hard, but because of Skull's demands made it hard for anyone to do much of anything due to him killing Izumi if anyone interferes.
Shortly after Kyoryoku left, Izuku had woken up and heard what happened. He was worried and concerned but understood that it was Kyoryoku's mission alone, he then proceeded on with his own mission as he left UA along with leaving his classmates a letter about One For All and why he had to leave.
