Tier List

I'm ranking these in combat effectiveness and power even though all quirks can be used in different and creative ways.Also for reference F and D aren't bad just situational and not as useful their on the same level as Hakagure(Invisible Girl's Quirk),C and B would be good in combat but not amazing they'd be on the same level as Kirishima and Kaminari,A would be Bakugou's or Todoroki's quirks basically super powerful,and S is a quirk that with training is extremely powerful and can kill almost anybody.

Love and Cannibal can very widely but if Cannibal is being used by an evil serial killer I can see it being A even S if they gain enough power a hot person using Love May be B tier but it's just really situational since if Luffy showed up you'd be done for.Now that's out of the way please comment below if your curious about my choices!And if I missed any quirks or something.
