I feel that Buggy would be first to approach Magnolia, Magnolia being the welcoming person is she would introduce herself. The two would possibly get along until Buggy starts pulling out the explosives, which is when Magnolia's GOTTA GO.
Buggy would like Magnolia and find her "funny" when she doesn't like the explosives. Buggy doesn't hate anybody who dislikes them, she's very respectful of people's opinions on her.
After Magnolia learns how "insane" Buggy is, she would keep her distance but not avoid her. She would still try to be nice, but try and tell her to put the explosives aside. Overall, the two could get along without the craziness from Buggy!
Magnolia could even be an motherly figure to Buggy, which is kinda funny since Buggy is still taller than Magnolia.
