Tohoku Ikato is yet another addition to the Voiceroid 2 program. She in no way has a Vocaloid voicebank but rather has an UTAU voicebank. I don't think she's in any way related to the Tohoku Zunko project (from what I read, she's not). She's not very popular in the community either but she does have quite a few cover songs with her. I have personally never heard her voice so I don't exactly have an opinion lol.
