Leon and Lola (both for English) and Meiko as well as Kaito (both for Japanese).
Leon and Lola were both made for soul music specifically. But they did have some success. Meiko and Kaito came along after them as the first Japanese Vocaloids.
So no, Miku is NOT the first Japanese Vocaloid. Meiko and Kaito came along first.
