The High Council of the Time Masters were aware of the creation of the Time Bureau through the Ocular and, terrified when they realized that this new organization would take their place, they did everything in their power to destroy them. This started with ruining and remaking the Earth where they got most of their members through Vandal Savage. It ended with attempting to destroy the creator of this organization, Rip Hunter, and give him a smaller, more reckless and inefficient team in replacement.
They believed this would save them. Of course, Time does love it's ironies...
