The Time Bureau is a collection of the mismatched heroes, the forgotten warriors, the kind-hearted souls who scream in their loneliness.
When Rip created them he'd based them off his Legends, mixing the former Time Masters/Mistresses that he'd found and recruited with individuals who could be of service and were in a desperate need of a home and family. He'd planned to start out with a small organization but the loyalty and drive of the people he'd brought together inspired them to expand their horizons.
Now the Time Bureau consists not just of humans and Time Masters, but aliens, wizards and witches, pure blooded and half-blooded magical beasts, several meta-humans/powered people, being's from other universes, and even the occasional demigod.
