I was at Dragon Bridge, fighting off an Ancient Dragon with my mace and the Dragonrend shout, when I was forced into a conversation with a guard.
"I'm going to have to ask you to stop that...shouting. It's making people nervous."
...
"Good, glad we straightened that out."
The dragon went on to destroy the city because I wasn't allowed to use shouts anymore.
