Why?
Chakra is hidden inside their bodies. It can be seen or can be hidden anytime if the person/ninja wishes. So you don't need to search high and low since you also have one inside you.
Chakra can be seen.
Chakra can be touched(Uzumaki Kushina's chakra chains are made up of pure chakra that solidifies)
Chakra can be felt. (sensors and Jutsu hitting you dead on and etc)
Chakra can also be tasted(proof by Uzumaki Karin when Sasuke bit her to convert her chakra into his. Karin confirmed that it wasn't unpleasant so, it can be tasted)
Chakra can be seen(the Jutsu)
