I think the reason why she got hers later is because it helps the plot and because the world she's living in I presume the girls get it later also do to the plot

Don't run just walk slowly Bc if u run that stuff comes out like a waterfall
I know the whole story borders on this decision, but there's no evidence the breeding thing is bad yet and humanity is bigger than one
