In Sapotis, it shows the whole bottom layer (SQUEE!!!!) but most of them are missing. My thoughts are that the other Guardian people use them (look at Collector). I mean, what if some of them could choose to have one and Master Fu harboured the turtle one???But going back to my New York and Shanghai theory-
