Personally, I think that Draco and Luna are cousins. As Hagrid said, All Purebloods are related in the end. Lucius' sister was Luna's mother. Lucius was ashamed that Luna was related to them and forbade Draco to speak of it. Luna was not told of the relation until after the Battle. She helped Draco cope with the loss of Astoria. She went on to become a magizoologist, much like her husband, Rolf Scamander, descendant of Newt Scamander. Draco couldn't have been prouder. Luna and Rolf had twin boys, Lorcan and Lysander who became very close with Scorpius. The Malfoy-Scamander family had many holidays and dinners together when Luna and Rolf were nearby.
