I thought I should put in a little explaination considering [Name]'s actions when Chiyoko dumped the food on her.
Well for starters, [Name] is and always will be an ex-shinobi. Knowing that, if she acts solely on emotion, she will in return fight primarily in a way that is obviously different that what would be learned in a dojo in modern day.
Next, she was gravely outnumbered, and also being held back by Zack, Axel and Ven. It would be considered self defense, but remember Chiyoko's power to alter memories. Then there was Kei's yelling at her which [Name] saw at the moment as unsupportive towards her, leading her to leave the cafeteria in a very emotional state.
Finally, [Name] has grown over the time she was in Oblivion, and her hesitance to just full on attack Chiyoko is an example of that.
