In the conference room, Tony was in the back. Kara, Nat, Steve, and Rhodey, were on the left, and Zatanna, Wanda, Sam, and Vision were on the right.

"Oh. 5 years ago, I had a heart attack. I dropped right in the middle of my batting swing. Turned out, it was the best round of my life because after 13 hours of surgery and a triple bypass. I found something 40 years in the army never taught me: Perspective. The world owes the Avengers an unpayable debt. You've... fought for us. Protected us. Risked your lives. While a great many people see you as heroes. There are some... would prefer the word "vigilantes" ." Thaddeus Ross says.  That's what made Zatanna roll her eyes.

"Am I boring you, Ms. Zatara?" Ross asks her. "Why does it matter? Why don't you continue speaking asshole, as usual?" She says, before Steve reprimands her. "Zatanna!" He says, eyeing her, the woman glaring in response.

Natasha trying to ignore them, asks, "And what word would you use, Mr. Secretary?".

"How about "dangerous"? What would you call a group of US-based, enhanced individuals, who routinely ignores sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind them. New York. Washington DC. Sokovia. Lagos." He says showing pictures, making Wanda's head shoot down. "Okay. That's enough." Steve says, noticing this.

"For the past 4 years, you operated with unlimited power and no supervision." He continues, making Zatanna nod in agreement. "That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution. The Sokovia Accords." He says, sliding it to Wanda.

"Approved by 117 countries. It states, that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations Panel, only when and if that Panel deems it necessary." Ross finishes.

"The Avengers were formed to make the world a safer place. I feel we've done that." the soldier retorts. "I agree with Steve." Kara says, making Zatanna immaturely groan.

"No, I'm serious, why do we have to conform? You've seen the threats we've faced. What if there's another Loki who comes down and rips your head off, and we can't move until someone's say so?" The table was silent for a second, Ross seemingly ignoring Kara's theoretical situation.

"Tell me Captain, Danvers, do you know where Thor, Prince, and Banner are right now? If I misplaced a couple of 30 mega ton nukes, you can bet there'd be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground." He counters. "So, there are contingencies." Rhodey says. "3 days from now, the UN meets in Vienna to ratify the Accords. So, talk it over." Ross explains.

"And if we come to a decision you don't like?" Natasha asks. "You retire." He answers.

Everyone leaves the conference room, and Tony corners Zatanna. "You alright, kid?" He asks. She slightly smiles, before replying. "No, but I'm trying. I told Wanda to stop helping me, and now I'm dealing with my demons I guess." She shrugs.

"The pills aren't working, huh?".

"Not in the slightest. I haven't slept in four days." Tony's eyes look to the younger girl somberly.

He didn't like seeing his daughter like this. She was paler than the marble floors, and her voice was scratchy, she sounded like her vocal cords had been ripped out, and stitched back in a few times.
