Izuku finished getting changed into his clothes and met Rumi out in the hallway. The both of them then followed the pro hero Manual to the room Iida was recovering in because that is were the police chief was waiting for them. When Izuku got to the room and went in he was caught off guard by the police chief having the face of a dog but he made sure not to show it. When Izuku was in the room the chief of police turned to him.

Chief: hello I'm police chief Tsuragamae, and I'm guessing that you are Izuku Midoriya?

Izuku: yes sir.

Izuku then gave the chief of police a respectful bow to show respect.

Izuku: what can we do for you sir?

Tsuragamae: I am here Mr.Midoriya to discuss the incident that you and Mr.Tenya were involved in during yesterday's attack by the League of Villains.

Izuku: and what incident would that be sir?

Tsuragamae: you and Mr.Tenya knowingly went after the hero killer and engaged him in combat when nether one of you have even a provisional hero license. Not only that but you severely injured the hero killer in the process enough to keep him in the hospital for a month.

Izuku: so, why should that matter that the hero killer is in the hospital for a month?

Rumi: Izuku.....

Tsuragamae: it matters Mr.Midoriya because you went to far when you fought him. There are rules and limits on what you can do.

Izuku: to far you say.

Tsuragamae: yes, you took it way to far. We're just lucky you didn't kill him.

Izuku: it wasn't luck that stopped me.

Rumi: Izuku be careful what you say....

Izuku: it's true. I have the skills to end his life but I didn't. The hero killer got what he deserved.

Tsuragamae: that may be but it doesn't give you the right to do what you did.

Izuku: what I did was save a friend and a fellow pro hero which you say I can't do without a license. I also took down a cold blooded killer but you say I took it to far. Tell me police chief if I didn't do what I did what would you tell people sorry Ms.Tenya your son could have been saved but the closest person who could have helped didn't have s license to do so? Do you think the families of the hero's that Stain killed care that it was taken to far, would you tell them what you are standing here telling me?

Tsuragamae: what are you say, that because you were able to succeed that that makes everything you did ok.

Izuku: I'm saying that if I have to let someone die because I don't have a stupid piece of paper or that I have to worry about a serial killer well being then maybe being a pro hero wasn't the right choice for me.

The room went silent after hear what Izuku said, they all could understand where Izuku was coming from but they couldn't believe what he said. For someone so dedicated to becoming a hero say that it might be better to go against the law in order to get things done was hard for them to hear. The first to speak up in the room was the police chief.

Tsuragamae: (sigh) you're young Midoriya and still in training so I don't expect you to understand. As heroes there are lines you can't cross, you'll understand when you are older. Now I suggest we move on to the other reason why I have come here today.

Iida: other reason?

Tsuragamae: yes I have come to tell you to that the pro hero Native will be the one taking credit for stopping the hero killer yesterday.
