In most DxD fanfics the town of kuoh is owned by the yokai faction but is leased to the devils so that rias and sona can experence a normal human school life to some degree. I can't back this up so I can't tell if it is cannon but it will be true for this story since it helps things line up.
The oc is an ultimate class yokai that keeps an Eye on kuoh and reports back to yakasa and the other leader of the yokai faction to let them know what events are going on in the town. The oc can be one of the many different types of yokai in japanese culture but please have them make sense, the ones i see the most promise in are the shinigami, the japanese spirit of death, an onryo, the japanese spirit of vengence, or an hachiman, the japanese spirit of war.
these are the ones i see the most promise in. I would have the oc introduced when kokabiel is trying to destroy kuoh and have him kokabiel be killed by the oc be fore vali arrives to collect him.
