Hey guys! So I've been mulling over the trailer some more and came up with some more ideas I wanted to share.
First, I've been thinking more about Celia's character.

In this image she looks dark and sinister, just like a villian should. However, I think there is more to the story.
It looks like the VK's are returning from bringing her over from the Isle when they meet Uma on the bridge. Now in D1, there was no bridge, only a magical one that appeared when the barrier was opened. Same in D2. Now, there is a real, solid bridge they can stand on so that they can close the barrier before travelling across the bridge.
So they bring over Celia, the barrier is closing. But, just before it does, Uma rises from the sea and uses her necklace to hold it open. Now, her necklace is not as powerful as Fairy Godmother's wand, but it has enough power to delay the closing of the barrier long enough for Harry and Gil to escape.

The glowing necklace is her keeping the barrier open for them to escape and the laughter, is not evil, its triumphant. It's a victory laugh celebrating Harry and Gil's arrival in Auradon. Afterwards, she creates that whirlpool-type globe to lift herself onto the bridge.
We know Hades attempts to break the barrier and fails. Leading us to this image.

Mal claims "he" is draining her powers and she can feel them slipping away. Now, seeing as her clothes are different, we can conclude this occurs after the bridge incident.
