Now come to think of it we now know how Blake's been such a renown person in the White Fang, otherwise it would be perspective thoughts.
This peace organization had once led the White Fang into equality and in someway a peaceful revolution. It had serve between a bridgeway for both humans and faunus to accept each other.
They toohad peaceful strikes or political protest as said by Blake Belladonna. Then as she ages upon it the White Fang leader then stepped down and a new leader to come rise.

Adam taurus began to lead the white fang under the chaotic circumstances that would apply to such harmful doings.

She apparently is an unknown figure, but Illia and the Twins have shown and all stated that they were under the bad White Fang.
What happened to the white fang now you ask?
Well nothing's changed, the white fang is still under Salem's orders; in source of power that they will never gain.

Whookay, so as the Volume 4 ended shortly sadly, the public now knows that Blake is on her journey to bring back the white fang and fix their wrong doings.
Thus ending this fact.
