So Firstly I imagine that Nightmare chose Dust first, but had to be very careful on how he talked, and after they thought had to make a promise allowing Dust to Kill Frisk on any missions they go on
Scenario (2/3)
The dust Nightmare, is actually the Dust that lost, and Nightmare capitalized on it, capturing him and killing Frisk, finally ending Dust's torment so that proving he should work underneath Nightmare
A/N Personally I believe my first one the most but this one was always an Idea I had.
Scenario (3/3)
The Dust Nightmare recruited was just left alone in the Underground wondering, his Sanity being eroded, and between the Nightmares Phantom Papyrus, his tiredness never being able to sleep for long, or maybe the guilt, the dust which coated everything. That this Dust was more... broken... and he didn't care... so once Nightmare came... he agreed.
