Figured I should do this now before things get confusing!
Threat Level: F
People in this level are little to no threat to LA HQ or to society. Most common example are people who take control of low-tier towns.

Known as the Unknown Fighter
Ability: Energy Blade
Level: 3.3
Threat Level: D
People in this level pose a little threat to society. Rarely to LA HQ. Mostly involved in robbery or theft. Can vary from mid-tiers to god-tiers. However, it has been noted to mainly be mid tiers.
Example:
Known as Bane
Ability: Toughness
Level: 6.7 (8.2 with venom)
Note: Bane is consider a Threat Level D but can be a Threat Level B if given the approval.
Threat Level: C
People are this level have a medium threat to society. Most commonly drugs and other business that revolve drugs. Can be known to be bodyguards. Most commonly strong mid-tiers and elite-tiers. LA HQ takes this matters seriously due to some of the drugs being able to make it's way to it's members.

Tigress Ability: Acrobatics

Threat Level: B
People is this threat level are often murders, rapists, drug dealers and work in a gang or followers of a group. Most commonly elite-tiers and higher. At least one administrator must be present for combat or escape route.

Threat Level: A
People within this threat level are main those who are leaders of crime organization. Usually are high-tiers and some are God-tiers. Rarely elite-tiers. Can be proven to harm administrators of LA HQ. Best course of action is to have at least 2 administrators in missions that involve threat level A.

Level: 6
Threat Level: S
People in this threat level are highly dangerous. They must be dealt with. Are known to be high-tiers and God-tiers. Most usually are in parties of 4 or more. If they are usually by themselves, do NOT be fooled. Various between breaking in a bank to murders of politics. At least one executive must be present in the missions revolving threat level S. NO EXCUSE!

Kuroka Toujou
Ability: Cat
Level: 7.8
Note: Kuroka Toujou is responsible for the murders of the Hanes Family. A well known politic family. Also, she has been involved with a dangerous group and has killed over hundreds of people. However, it has been speculated that she murdered the Hanes Family for a reason. She refused to answer any question until she sees her sister. Her sister is a member of LA HQ over at Kuoh Town. Executive Lance has only managed to get a single answer from Kuroka.
Kuroka Answer: You should find out the secrets the Hanes Family have.
An investigation has been submitted to the Supreme Five. The approval is pending as of now.
Threat Level: SS
Threat Level SS are the third main priority in LA HQ. At least 2 executives must be present in the mission revolving threat level SS. They are well known criminals that have escaped prison more than 40 times. They are God-tiers and lead dangerous organizations. Despite being God-Tiers, their abilities have proven to give them the advantages over battles. They are mainly known to destroy towns and cities.

Ricardo Diaz who has been known as The Dragon by main known criminals.

Level: 6.5
Note: Despite being one of the weaker Threat Level SS, Ricardo Diaz has many connections all over the world. He has escaped 45 times during his life. He has also helped other dangerous criminals escape. It is known that he is one of the leaders of a dangerous group he is in. It has been speculated that he works with someone much more stronger and more dangerous.
Threat Level: Z
Threat Level Z are the second main priority of LA HQ. Under any circumstances, if these missions prove to be dangerous for the team to handle, abandon the mission. They are known to be on more with powerful executives like Hank and Lori. At least a team of 3 administrators and 4 executives must be form. Threat Level Z are known to take over cities and sometime the states. If failed to capture, killing them becomes a option. If worse comes, one of the Supreme Five will be sent to deal with them.

Ghetsis, Leader of Team Plasma
Ability: Ice Burn and Freeze Shock
Level: 9.8
Note: Ghetsis is the Leader of Team Plasma. Team Plasma have taken over Australia. LA HQ has sent teams to deal with them but none of them ever returned. Both administrators and executives who have gone to Australia have return heavily injured or body bags by a survivor of the teams sent out. It has been noted that Ghetsis posses two abilities known as 'Freeze Shock' & 'Ice Burn'. How, it is uncertain. The Supreme Five are certainly deciding which one of them will go and who they will take.
Threat Level: Alpha
Alpha is the first main priority of LA HQ. Only 50 people in the entire world are classified as Alpha threats. They are on par with the Supreme Five. The Supreme Five is rumored to have a secret team to take down Alpha threats. It is stated that there are 10 people in this team. Alpha threat level is known to be in control of many cities and states. Even the ones responsible for controlling the crime lords and the black market. Their levels are rumored to be above ability level 10.0.

Level: 10.0
Note: Edna Lucifuge is NOT to come in contact with anyone. A single touch can be very fatal. Anyone who has the ability to manipulate life in any kind of way are only capable of dealing with Edna.
Maddy who goes by the name Bloody Mary
Ability: Blood Manipulation
Level: 10.0
Note: Maddy aka Bloody Mary is not to be dealt with ANYONE who can't use any ability that manipulates blood. Is well known to be responsible for killed 55 God-Tiers. Machines are usually sent to deal with Maddy. But it has proven unsuccessful. Supreme Four has been assigned to deal with Maddy.
Yuno Gasai, who many criminals fear and refer her as the Most Psychotic Female to exist.
Ability: Extreme Speed and Regeneration
Level: 10.0
Note: Yuno is one of the most dangerous people that LA HQ has ever faced. She is responsible for the deaths of 100,000 people. Ranging from low-tiers to god-tiers. Her skills with blades have proven to be extremely dangerous with her abilities. Even the Supreme Five had a hard time dealing with her. She has escaped prison 75 times. No one dares to piss her off. Most of the members fear her just by looking at her. However, she is locked up in the maximum prison designed for her. Yuno has refused to answer any questions. Her capture was easy after she was found beaten down in the alleyway by Sara, Maria and Lori. Whenever Yuno is asked who defeated her. She, for the first time, was scared. She always answer any questions related to her attacker. She asked if the person who beaten her works for LA HQ. Mrs.Lance has answer her which actually made Yuno relieved. Yuno has vowed to kill her attacker.
Description of Yuno's attacker.

Ability: Related to shadows, energy attacks, elements, healing, body enhancement, and summoning a shadow snake
Level: Unknown until further investigated
Note: Yuno has given this description of her attacker. Yuno has claimed that she found him in the alleyway talking to someone. His face was covered in a mask. The clothing was something unknown to her. The eyes were black as night. Spikes on the shoulders of the clothing. The clothing was black. Yuno attacked him, believing he was just a waste of space. However, to her surprise, the male was able to predict her moves. Yuno and the male fought evenly or so she thought. The male suddenly was able to become faster and hit much more harder. Her 'regeneration' was healing her until the male attacked her with a energy blast. Afterwards, her 'regeneration' was not working anymore. The male clashed with Yuno with his daggers. The daggers were covered in blood. Yuno believed he killed someone before she attacked him. Her speed was the only thing that was able to avoid any fatal injuries. The male began to disarm Yuno and punch her to the wall. He began to beat down Yuno so much that her bones were beginning to crack. Yuno glared at him but the male seemed unaffected. She was pulled close to look at her in the eyes. What Yuno described at that time was 'His eyes were black. As if the eyes itself weren't there. Like you can see infinite darkness. It was...... scary.' Yuno was then tortured when he began to manipulate her shadow. Yuno described it as the worse pain in her life. A shadow snake appeared appeared beside her and stared right in her eyes during the torture. Yuno refused to answer what she saw in those eyes of the snake. After what she believed to be at least 3 minutes, the male was called for something. He knocked her out with a punch. She then recalls waking up in the prison she is now, vowing to kill the male.
This should give you a clue on how the threat levels are. If the description is not match on the threat levels, then I'm sorry. Let's see if I improve in the future :)
