Gale was never happy with Peeta and Katniss being together. But it wasn't for the reason you'd think. He was happy that Katniss had volunteered for Prim, but not because he knew she could make it through the games more than Prim could have. He was horrified when Peeta proposed to Katniss and they became fiancés. But I wasn't because he was jealous of Peeta. He was jealous of Katniss.
He and Peeta had secretly been dating before the Games. He was happy that Katniss had volenteered for Prim because he knew she would keep Peeta safe. Gale had not been concentrating at the reaping and so by the time he realised Peeta had been picked, it was too late. He tried to go along with Peeta's act of being in love with Katniss and pretended to be in love with her himself so that she thought he was jealous of her and Peeta. He was okay with Peeta's act at the start, Katniss was still his best friend and it worked as planned, Peeta survived due to Katniss's help. When it got to the Quarter Quell was when he got suspicious. By then Peeta had actually started falling for Katniss as she was falling for him. Their kiss on the beach was real, unplanned. But Katniss was his best friend and Peeta had just been away from him for too long surely their love could still be carried on?
But when the rebellion happened it all got real. He realised the love between Katniss and Peeta was no longer a game. But he still had hope, which was why he went to rescue Peeta. When he found out what the Capitol had done to him he could not believe it. That combined with the fact that Peeta was no longer his angered him. He had lost Katniss and Peeta. When he saw his chance he took it. He killed Prim as revenge. When he left for District 2 after the war, he went mad and killed himself.
