Although it doesn't seem like it, but France is actually really unstable and broken inside. England knows this, and always feels guilty since he thinks he caused a huge sum of it, with all the war and what-not. Unknown to him, however, although he did cause a huge fraction of it, England was the one that drove away the pain and that's why France doesn't show how unstable and broken he really is inside.
