The proxies had to go through a series of tests to become proxies. They had to do a lot to prove thier worth being in that role. There were actually alot of people training to be proxies but only Toby, Tim, and Brian Qualified. Plus they'd have to fight all the pastas there at the time without dying. They had to at least have them say I surrender or they had to hold said pasta down for three seconds. Plus they had to make even just a scratch on slender because it's super hard to even do that. This idea is not mine, sorry for not stating this sooner!
