The guy with the mohawk is Anton Zeck (Bebop before he was mutated) btw. The thing on Tanya's wrist is a pacifier basically, it injects a type of chemical automatically into her bloodstream to calm her down (Foot Clan Tanya has massive anger issues and mood swings).
