It's a misguided heroism thing:
Dark started by destroying websites for fun, but then developed an actual reason. After hearing Chosen's hardships and reading news about murders, she thinks all humans are evil and abusive, so she wants to form sort of dictatorship. She wants to cut humans off from a some website (where her and Chosen's hideout is), brings sticks there, and rule over them. If a stick refuses to come with or says humans can be good, Dark thinks they've been brainwashed through some sort of torture and it would be better off if they were dead and out of their misery.
This place is sort of dystopian(?)
On one hand: Dark would kill anyone who as a good opinion on humans out of a messed up thought process.
On the other: She doesn't care what her subjects do as long as they obeyed the law, so it's not like you need to act a very specific way, fell soul crushing despair, or have to worry about a death game.
Am I saying "Dark did nothing wrong?" NO! NO I AM NOT! This is just my headcanon motivations for her. She did a lot of bad things and her mindset is very flawed.
