Zombies, like mockingjays, mutts, and trackerjackers, were created by humanity. The remaining world, like Panem, is run by a cruel tyrant in a wealthy district. The punishment for stepping out of line is also just as bad: being injected with the zombie virus. You are one of the children thrown into the zombie games to teach the rest of the survivors a lesson about how the leader protects them from the zombie wasteland, and what happens without that protection.
