It seems like an obvious thing to do, yet in many countries we just cross the street whenever we want when there's an opening in traffic, as opposed to waiting for the green light.
In Japan, however, people do not cross the road on a red light. It's a sense of order and obedience to the law that exists in Japan.
If you stand at a roadside in Japan and there's no cars coming and you can't see cars whatsoever, people still will not cross the road until it goes green. After some time in Japan, you don't want to stand out or be that stereotypical rule-breaking foreigner. You also don't want to risk being caught by the police.
