When Prim died, Katniss was allowed to go to her funeral. She sang her a soft song, after which she lost it and started screaming to no end at nothing in particular. They had to drag her away from the funeral, and she lost her voice in that scream.
It came back later, much later, but she didn't sing any more, because she felt she had lost all the people in the world she only ever wanted to sing for.
