I think that Soos is supposed to represent the fandom:
1- he loves the main characters to the point where he would do anything for them
2- he represents different age groups. Because despite his exterior he's still a child on the inside.
3- He's in all the episodes so he's always up to date with what's going on.
4- he's verrry relatable
5- He makes predictions about Stan
6- And finally, and most importantly, he writes fanfiction about one of the main characters.
